Information on the ongoing work to improve the skills of specialists in the construction sector of the Republic of Kazakhstan according to the methodology of the JBR RK EN, identical to the Eurocodes

In accordance with the Concept of reforming the regulatory framework in the construction sector of the Republic of Kazakhstan (approved by the Decree of the Government of the Republic of Kazakhstan dated December 31, 2013, No. 1509), a stage of "coexistence" (parallel action) of the current and new regulatory frameworks from 2015 to 2020 is envisaged. The transition period is adopted in a similar way to the practice of foreign countries used in the implementation of new standards. This is done so that specialists can have time to master new standards without stopping the work performed according to current standards and create conditions for painless development and transition to new standards, in particular the BR RK EN, identical to Eurocodes, and at the same time improve them based on the results of application in design practice.

One of the important directions of the Concept is the training of engineering and technical staff and teaching staff of educational institutions of architectural and construction profile according to the methodology of the BR RK EN 1990-1999, identical to Eurocodes, with national appendices and explanatory normative and technical manuals (STP) with examples of calculations. In this regard, KazRICA JSC has been conducting systematic training of specialists in the construction sector since 2015.

The leading specialists of KazRICA JSC have compiled training plans for the following categories of specialists:

• Designers, experts
• GASK employees
• Line workers (construction and installation works) and teaching staff of educational institutions

Classes can be held both in the building of JSC "KazRICA" and on the territory of the customer.

We invite specialists of design and construction and installation organizations, civil servants engaged in the field of architecture, construction and urban planning, as well as teaching staff of educational institutions to undergo training in order to improve their skills and master the new normative and technical base.

Since 2015, the second stage of the "coexistence" of the new regulatory and technical framework of CN RK EN, identical to the Eurocodes, has begun, during which the parallel application of the current and new regulatory framework in construction will be put into effect.

In this regard, JSC KazRICA, as the main developer of CN RK EN building codes identical to Eurocodes, has been conducting training seminars since May 2015 to improve the skills of engineering and technical workers in the construction sector of the Republic of Kazakhstan, including the teaching staff of architectural and construction universities and teachers of training seminars with the issuance of certificates, which they are registered in the database of the Center for Advanced Training of JSC KazRICA and posted on the official website of the Institute.

The Center for Advanced Training of JSC KazRICA continues to conduct training in the following courses:

1. Fundamentals of earthquake-resistant construction;
2. The application of the construction standards of the CN RK EN, identical to the Eurocodes in the design and construction of buildings and structures.
3. Geodetic works in construction using new technologies
4. Safety at work.
5. Automated systems for the design and calculation of buildings and structures.
6. Training in working with automated complexes for calculating buildings and structures (for example, VK "LIRA-CAD 2014").
7. The regulatory framework of the construction industry in the context of reforming the system of technical regulation
8. Problems of energy saving and energy efficiency in the construction sector of the Republic of Kazakhstan.
9. Calculations of building structures (including using programs implementing the finite element method).

Аттестация ИТР, участвующих в процессе проектирования и строительства

АО «КазНИИСА» аккредитовано Комитетом по делам строительства, жилищно-коммунального хозяйства и управления земельными ресурсами Министерства национальной экономики РК (далее КДС, ЖКХ и УЗР МНЭ РК) в качестве аттестационного центра по аттестации инженерно-технических работников участвующих в процессе проектирования и строительства.

На основании свидетельства об аккредитации №:KZ21VVV00012695 от 10.06.2022 г., выданного КДС, ЖКХ и УЗР МНЭ РК АО «КазНИИСА» начало проводить аттестацию инженерно-технических работников, участвующих в процессе проектирования и строительства.

Аттестация ИТР проводится в соответствии с Правилами и разрешительными требованиями по аттестации инженерно-технических работников, участвующих в процессе проектирования и строительства, утвержденными приказом Министра национальной экономики Республики Казахстан от 26 ноября 2015 г. № 734.

Цель аттестации – определение уровня профессиональной подготовки и компетентности ИТР, знаний государственных нормативов в сфере архитектуры, градостроительства и строительства, улучшения качества осуществляемых ими работ, изучение новых требований с учетом изменений, происходящих в строительной отрасли.

Аттестация проводится для заявителей (физическое лицо, претендующее на получение квалификационного аттестата) и ИТР в составе проектных и строительно-монтажных организаций в форме тестирования автоматизированным компьютерным способом на государственном и русском языках по выбору заявителя. Допуск на тестирование осуществляется по предъявлению документа, удостоверяющего личность заявителя.

В случае успешного прохождения тестирования в течение двух рабочих дней заявителю выдается квалификационный аттестат установленного образца.

В случае отрицательного результата тестирования заявитель может пройти аттестацию повторно. Количество повторной пересдачи аттестации не ограничено. Для желающих в АО «КазНИИСА» будет организовано обучение, целью которого является подготовка специалистов к аттестации.

Информация об аттестованных в АО «КазНИИСА» ИТР размещается на официальных сайтах АО «КазНИИСА» и уполномоченного органа.

Для прохождения аттестации заявители направляют в АО «КазНИИСА» следующие документы:

1. Заявление по установленной форме;
2. Копию документа, удостоверяющего личность заявителя;
3. Нотариально засвидетельствованную копию диплома о средне-профессиональном или высшем профессиональном образовании (при наличии ученой степени и ученого звания – копии соответствующих документов);
4. Нотариально засвидетельствованную копию  трудовой книжки либо иных документов, подтверждающих стаж работы;
5. Нотариально засвидетельствованную копию иностранных сертификатов, аттестатов и других документов, подтверждающих квалификацию по соответствующим специализациям в случае их наличия.

Вышеперечисленный пакет документов необходимо сдать в канцелярию АО «КазНИИСА», срок рассмотрения заявления 15 (пятнадцать) рабочих дней со дня регистрации пакета документов.
